This is an extremely rare silver piece that was probably rejected for sales. I would drill into the edge with a #60 drill bit then insert the bail that was made with a “tail” just for this. It was a sturdier way of attaching it since I was only soft soldering them. Occasionally the drill would wander and come through the face of the coin on these thinner pieces. This was made when I was still based out of my $60 per month office space in Denver.
