Clearly struck outside of the collar, as the Jefferson undertype is visible on the periphery. Perfectly centered and sitting in the archive set...this was no accident!
 
A brilliant example of this strike, most are not as fully struck and almost always and a less than clean Jefferson.
 
This piece is from Gallery Mint Museum Archive Set #4 and are mostly, if not all, the corresponding struck piece to that number. (i.e. #4 is the 4th piece struck from the dies). Archive sets were struck outside regular mintage numbers.
