This is an early variety of our Birch reproduction. There are tell-tale differences from these dies compared to what was released for production including no dentils in obverse die, double punches on lettering, and placement of berries in the wreath of the reverse. 
For unknown reasons, these die varieties were hardened and coined prior to the production dies. This is a very rare occurance considering the time and labor required to harden, temper, finish, and strike a pair of dies that will not become working dies, or even hub dies.
